Use a 100-Point PCBA Supplier Evaluation Scorecard

A weighted scorecard turns vague impressions into comparable evidence. This is a practical purchasing framework, not an industry certification or IPC standard. Adjust the weighting for the project, use the same questions for every shortlisted supplier and record the document, answer or sample that supports each score.

How to calculate the score

Rate each criterion from 0 to 5, then multiply the rating by the listed weight and divide by 5. A score of 0 means no answer or evidence, 3 means the supplier has a partly defined process, and 5 means the supplier provides clear, project-specific evidence.

Use the final total to compare suppliers answering the same RFQ. Do not treat the result as a certification, and do not let a high total override an unresolved critical issue such as unapproved substitutions, mixed file revisions or undefined testing responsibility.

Match the Supplier to Prototype, Pilot Run and Batch Needs

The best supplier for a five-board engineering build is not automatically the best choice for repeat production. Each stage needs different proof.

Prototype stage: judge the quality of questions

At prototype stage, useful questions are a positive sign. The supplier should flag mismatched reference designators, missing placement data, uncertain component orientation, package conflicts, inaccessible test points or unclear test instructions before assembly starts.

The output should be more than assembled boards. Ask for a record of approved changes, installed alternatives, rework and test observations. That record becomes part of the design history for the next build.

Pilot run: judge whether the process is repeatable

A pilot run tests the production package rather than only the circuit. It should confirm the approved BOM, assembly route, inspection points, fixture use, programming step, label format and packaging method on a limited quantity.

Treat unexplained manual corrections as open issues. A board can pass after technician intervention while the underlying process remains unsuitable for a larger order.

Batch stage: judge control of the approved package

Repeat production needs a locked file set and an approval path for any change. Ask how the supplier prevents an old BOM, placement file or test instruction from returning to production. Confirm how shortages and proposed substitutions are reported before material is changed.

Review the PCBA Quotation Beyond Unit Price

A low unit price can hide missing scope. Normalize quotations before comparing them. The same build quantity should be evaluated against the same board revision, component list, sourcing responsibility, inspection scope, test time and packing requirement.

Supplier evaluation becomes more reliable when the request is concrete. The goal is not to collect marketing documents. It is to see how the supplier would control your actual project.

  • The supplier provides a complete quote without asking for a BOM or placement data for an assembly project.
  • Testing is described only as “100% tested” without a procedure, fixture, firmware or pass-fail definition.
  • Substitutions are allowed by default and do not require customer approval.
  • Different file revisions are discussed in separate messages with no controlled final package.
  • The quotation does not state whether components, tooling, through-hole work or programming are included.
  • Commercial promises remain fixed even after major changes to component availability, testing or assembly scope.

Reference standards can help define expectations, but they do not replace an agreed inspection plan. Industrial control and power boards

Focus on mixed SMT and through-hole planning, connector orientation, mechanical parts, current-carrying components and defined power-on checks.

Compact communication or sensor boards

Check package and footprint review, fine-pitch placement, polarity, test-point access, programming requirements and handling of sensitive modules.

Repeat-production assemblies

Give more weight to revision control, approved sourcing, repeatable testing, change approval, lot identification and stable packaging instructions.
